My sister and I have been running BOINC for a number of years. Recently, we had to re-install Ubuntu on her computer from scratch, ending with version 11.x. Now, we're trying to get BOINC running again. As she's not technically inclined, I had her follow the instructions for apt-get rather than downloading the installer and running it. The installation went fine, but it's not clear what to do next. We've tried using run_manager, but the command doesn't exist. You don't need to baby-step the instructions for me because unlike my sister, I am a tecno-geek and I can either translate them into "sister-speak" or Do It Myself if it's easier.

Here's some big brother speak ;>) : Start up Ubuntu Software Center and type BOINC in the search box. It will find the package in the repository, ready to install in the most optimally integrated way, so at boot it will launch by itself. With Dash or GNOME 3 [hit windows/superkey] type BOINC to find the BOINC Manager.
To launch manually from terminal command line: sudo service boinc-client start --//-- |

This is "sister". I was able to do 95% of the installation myself, by following your advice, and I didn't need to use the terminal.
