From the beginning, a new install starts with a limited quota, so if things blew, you're in same catch-posture as jkennish. The deferral is driven by the server who will bounce the client till after 00:06 UTC before the quota will reset... to 12 I suppose.
The last series of downloads you had are all permanent files... nothing part of an actual task i.e. the wait is on till 00:06 UTC or if not shying away of creating a new device, to rubbish BOINC entirely and start clean (meaning deleting all datadir content.). That way you'll probably be seen as a new device that has an initial quota of 5 per core. --//-- P.S. The one CEP2 job was not ending in error I guess, but that was still probably part of the 12 quota. Want to rapidly increase quota, temp switch to HCC or C4CW, for when work start trickling again. |

----------------------------------------UPDATE: Thanks for giving me the confidence to totally remove and re-install WCG with the machine renamed to be a different device.
