Question about Posting - "Standard Smiles" and "Hidden Smiles"

When I went to IE9, all the little "tooltip" things that used to show up when you hovered over one of the "Standard Smiles" or "Hidden Smiles" quit showing up. I thought I heard somewhere that older versions of IE used the "alt" tag as a tooltip erroneously... is that it? Just curious.

and tooltips come and go - peek-a-boo:
angel Now they're here
devilish - now they're not

- and I would really like them to tell me what those smileys mean worried
- because they are not clear to me at all beat up
- and I risk sending unintende signals batting eyelashes
