No, that option is for those that reimage daily, such as with DeepFreeze. BOINC is designed to minimize contacts with servers that involve the scheduler... work fetches and clearance of Ready to Report, which are combined when possible. Anyone going on vacation can hit the *Update* button and abort any unfinished tasks. Even newcomers;>)

I think that would involve providing more help than is currently given to new users of Boinc. Including that in a pdf file that is distributed with Boinc, and then is check marked to open upon installation of Boinc, would go a long way towards solving some of the issues.

Always liking good ideas. I know a boss who then says: Make me one ... till then, I'll link you to a start: http://www.worldcommunitygrid.org/forums/wcg/viewthread?thread=24269. IIRC in the newest clients, if work fetch is stopped, the auto-reporting is accelerated for the respective project.
