Anywhere that buys from Bonneville and has a Public Utility District (owned by the people, forbidden to make a profit). That covers a fair amount of the Pacific Northwest. Some places are more expensive than others, but I've not heard of one that charges over 10 cents /KWh.

Of course if you come here exactly, you have to appreciate the rain. It's a temperate rain forest with a minimum of 10 feet annual rainfall. Yes, 3.5 meters (over 12 feet last year).
