PS: forgot to mention, all time related settings in the BOINC manager and your My Grid page are in your local time. No need to convert to UTC.
Times in My Grid page are UTC but it is clearly shown and one can even click on "UTC" to learn more about what it is. Only the registration time is not said to be UTC (and after 3 years I don't remember if it was or not smile ).

I have 2 old PCs and the older and slower of the 2 gets more work done. I am convinced it is because the newer and faster (still about 6 years old) has both Norton Anti Virus and also Skype on it.

Both of these suck up CPU time and as a result the newer and more powerful PC does less WCG work than the older one without the skype or the Norton Anti Virus. It runs the Microsoft Security software and this seems a lot more friendly to other apps that are trying to run.

This in turn means it gets a greater percentage of the points it requests.

Good point, found there was a not negligible difference when Free Avast 5 was released over Avast 4.x. More cycles for crunching.

Skype isn't the problem. That narrows your culprits.

In order to get closer to the answer, we would need to know what kinds of processors and other components that are on the two PCs in question. But if you are not keen on supplying that information, you could just remove the Nortion and install Microsoft Security to cross check. Of course this is a lot easier said than done. I just wrote the instructions in another thread . That might help.
