Connect is set to 0.2 days.

System time may be off by a few milliseconds, but no more than that! Correct time setting is important to me.

Okay, think we covered pretty much all bases, bar stopping BOINC and deleting all client_xxxxx.xml files for a total rebuild. Let it run and see what happens. WCG should clock up nice Long Term Debt by the other projects and eventually start pulling work.

While it is good to see the issue has been resolved, it is a bit odd such rather complicated action was required to solve the issue. Would this issue have resolved itself over time if LFenske had done nothing, and was this just a trick to speed things up?
Reason I ask is cause there very well could be other people like LFenske but who do not pay so much attention and therefore might not notice the issue. If it doesn't resolve itself over time we might be losing serious power here...

Yes, we just sped up the process, possibly significantly, and again it's the order in which the projects were allowed to fetch work again initially that caused the wrong amounts of work to be fetched in relation to their final resource share, when all projects were reactivated again.
