confused D/L 6.2.28
Have just looked to d/l BOINC 6.2.28.
BOINC listings for windows down loads about 5 minutes ago are-
6.4.1
6.2.19
5.10.45
5.8.16
Has 6.2.28 been withdrawn or are d/l of this sneakily hidden somewhere else?

The WCG's 6.2.28 has not yet been converted to the standard Berkeley release. Only those you see on their download page. The link you should now find via your My Grid > Download Again link, right top.
