Blocked Startup Programs

I am runing under Vista Pro and when I boot the system up an icon appears in my system tray. It says Blocked startup programs. If I right click it says allow blocked startup programs and shows Boinicmgr. I tell it to run the blocked program and the system comes up and ask me if I want to allow it to run and I say yes and the program starts up. Is there any way to stop the system from blocking boinc at startup.
