Why will Universal Studios, etc., ... and maybe even Microsoft ... suffer some lost profits because of U.S. government actions to combat on-line gambling? Because the sovereign nation of Antiqua now has the
LEGAL RIGHT to PIRATE anything that is copyrighted in the United States. The U.S. government did a very stupid thing, and then lost a lawsuit worth $21,000,000. Is the U.S. government going to have to pay the money? No; it is going to be paid, very arbitrarily, by whichever private individuals and businesses that Antiqua decides to hit. Aside from the very injustice of having private parties pay for something that they had absolutely nothing to do with, and who were not involved or represented in the litigation and might even have actually sided with Antiqua if they were ever asked, I can't even envision how something like this could ever be monitored to determine when $21M worth of profits from pirated material will have been realized. Seems like what we actually need is an appropriation from the U.S. government to pay the $21M in cash to Antiqua to satisfy the judgment, ... and then get the U.S. to stay the heck out of the private affairs of people, beginning with legalizing on-line gambling from whatever source.
