I was having the same problems get to the site and with the boinc client
turned out that peer guardian 2 was blocking the site if your running it you have to edit your block list for this site and also IBM hope this helps |

Julian, your english is fine and totally understandable as well as your 'care' about saying thank you. You seem to have been talking to your ISP about the problem, can you try and ask them if they will experiment to see if the 117.92.....are ALL blocked and the 2**.*.*.*, are all ok. If that is so then maybe the WCG Admin can check here on it? Alan thank you  i will call them again. but in fact, there service is not very good. sometimes, you have to call them many times in order to fix a little problem. and each time you call them, you have to tell them the whole problem again and again  that is a waste of time! but i think it is worth to have a try  tomorrow i will call them again.  |

(in fact i dont know what is it )i will try to call my ISP , or just wait. maybe someday my IP will change to 2**.*.*.* automatically, maybe my IP 117.92.*.* will be moved from WCG server's blacklist and also, i will thank the proxy server(it is free )it really helps me a lot~ |
