Downloaded from the site as of yesterday. The instructions on the WCG site in fact gave a walk through on how to make it work, which I followed except where it said the version number was x.15, my downloaded version was x.16 so I made that change as I went along.

It may be that the file is there, but that BOINC's working directory is pointed elsewhere.

You should use the provided scripts to start the client and manager.
