The primary issue to understand is what every ships captain must know:

My ship, my crew, my mission, myself.

The first thing is to grab the helm. This should start soon, as it effects the ship. It looks like you are the boson, this job falls to you if Teb is missing. I would let the admin's here know that Teb is overboard and allow them to try to contact him. What may happen is that transfer of the command would be given, if even only temporally. Tell them that if they are willing to grant this, you will relinquish command if Teb returns. Explain whatever other concerns you may have, and your distress.

Second, send an email to all you can reach currently, informing them of the current and proposed changes to each. Reaffirm them by the knowledge that action is being taken to resolve the issues present, that you will be underway shortly and you plan to continue in the finest traditions of this ship.

Start the process of refocusing on crunching. A busy crew tends not to complain in rough weather. This moves the team focus back into resolving rather than exacerbating the issues.

The last person that you be allowed to think about in this is yourself. As You are the first to wake and last to sleep once you accept command.

The reason why I say this so "nautically" is that in real life, as a ships captain, I would be required to render assistance if at all possible, by international maritime law.
