Can't get user upload to work

Something seems to be wrong in my configuration. I've added the option User upload in the menu and when the user selects it they get the page but no sections or categories. It also says that the maximum size is 3MB but I've changed it to 10MB in settings. If I compare to Phoca Gallery I get only on tab instead of four tabs.
