Message: User Control Panel is disabled

PhocaGallery v3.1.5

I created a menu item "User Control Panel". When I clickt in frontend on the created menu item follwoing message apeared:
Message
User Control Panel is disabled

I red on follwing page what to do but I can not find this option in PhocaGallery v3.1.5

User Control Panel Settings
Enable User Control Panel: Enable or disable User Control Panel (User can create category and upload images here).

this is a joomla v1.5 doc
You should use this one: https://www.phoca.cz/documents/2-phoca-g ... parameters
Users --> Enable User Control Panel=Yes
