issue with "PLAY" feature (PLZ HElP)

Ive been waiting for a solution to this problem for over two weeks... Play button simply creates a pop up window but nothing is played.
1) its not a host server issue b/c i have a 1.5 joomla site on the same server and it runs fine with an OLDER version of phoca
2) not a template conflict issue , i turned off my template and had the same issue. i also tried turning off all plugins, same thing
3) its not a file path issue... the files are in the correct folders.
4) in the phocadownloadpap folder i also tried removing the spaces from the file name and still get the same problem.
Plz tell me what is going on ... does anyone have an answer for me?
