Hi, in Phoca Gallery, when jquery is used, then it is loaded from Joomla! - this means, Phoca Gallery just asks Joomla! for loading jquery and Joomla! then decides if the library is loaded or not and prevents from conflicts.
So if the extensions (components, plugins, modules, templates) do not load own libraries but just let the download make by Joomla! there is no conflict as Joomla! loads only one library and takes care about the conflicts. But if some extension loads own library, then problem can occur as mostly it can cause conflicts
So not sure if the extension can solve it as Phoca Gallery asks for loading library and try to ask for "non coflicted" version (jquera.noconflict) so in fact this should be included there. But of course you can test it.
