I made an extra menu-item to all section Phoca-download. It worked without SEF.
When I turned SEF on again, that menu-item also gave an 'you should login'. But when I typed the non-SEF link (index.php?option=com_phocadownload&view=sections), it worked. Maybe he needed that link to make the other links working?
But it seems to work now for me
