Can files be authoized automatically?

I'm setting up a simple upload (by customer) then download to (supplier of service) site for a friend.

Is there a way to make all uploaded files authorised automatically (other than going to Phocadownload > File > 'select and click authorize')?

The idea is that uploads are only available to 'Registered Users' and downloads are only available to 'Special Users' so there's no problem in customers seeing/downloading each others files.
