Lisa check the designers TOU, but a lot of them do allow you to use them for your blog as long as you make no money there. If it's for a business blog, then you can't use them.

i'm more than happy for any customer to use my designs on their personal blog and in fact i have a few blog banner & virtuals sets in the shop to help you get set up.
but like the pp said - no business use, not even a non-profit or church without additional licensing fees.
