 yes it is possible to create an animated digital layout. I have seen a few of these done (look here) but sorry, I do not know how to do it myself. I do beieve you need to own some sort of animation software to do it. You can google "animated digital scrapbooking layout" and see what comes up.

 you do need to have animation software, I know it can be done in PSCS, but don't know about any other program...

yes! i did one a while back and wrote a TUT*orial for it for the NDe*zine ages ago.  it's for PSE 2.0 but you can probably use the same steps for later versions of PSE.

the NDe*zine that it was published in is no longer available but i've just posted the TUT*orial here.
