OK.  I will let the family know that in Cherry world, the decision is unanimous that it is a compliment. 

For the record, I started gung-ho for team compliment.  However, once the reality of knowing the desert cacti, bushes, and critters having the ability to adapt to be able to withstand such harsh elements, and the fact the so little rain is actually needed to sustain, I jumped sides.  Does it need the rain at least a little bit?  Yes.  But, since it has learned to adapt, I don't think it misses it UNTIL it needs it.  Maybe for me and the other family members, we're stuck on the fact that it's so little that's actually needed to sustain. 

I'm sure they will be happy with your unanimous comments!

I would say it is a compliment. I look at it simply as since the dessert is hot and dry with no water, it misses the moisture that rain would bring. I don't look at it any more deeply than that lol.

Ok! I am no expert, but I  lived for years  in the hottest desert, Yuma, AZ ! I would say Compliment! We love it when it rains!

That's an interesting question. Many deserts appeared because of intensive human exploitation and depletion of natural resources. It's a type of multi-year natural disaster! But, anyway, the deserts need water. The deserts have mineralized groundwater, but they still need fresh water for animals and plants. So people usually attach water there and create alternative water sources. The desert is also the most significant solar energy resource.  I even wrote papers about it on this article source, it might be interesting for you. In my opinion, it's a compliment. It's better to take those words as a compliment than an insult!

I say it is a good comment.  The plants and animals who live there need some rain.  And there are bad times when there is not enough.  Then the plants and animals suffer.
