The U.S. Department of Health publishes a pamphlet The Food Defect Action Levels available to the public which lists the acceptable amount of "natural and unavoidable defects in food".
The current acceptable level for chocolate is "1 rodent hair and 16 insect parts."

I did have guy in high school give me a chocolate that turned out to be a chocolate covered grasshopper. Boy, did that thing have the weirdest crunch!!! I got back at him by spitting it out all chewed up when he did admit what it was. The dude probably didn't have a clue when I turned him down for Senior Prom!!!
