I would second (or third) a lot of things that have already been said shopping, dinner, movie, scrapbook store, etc.
Maybe a new Webkinz-- got my dd that after she had a tooth pulled at the dentist-- she loves her animals

When my daughter was 5 months old, we found out (the hard way- anaphylactic shock) that she was allergic to milk, soy, wheat, eggs & dogs.
She is 1 1/2 now. Since I'm nursing her I can't eat any of that stuff, either. Since then I have found many substitutes that taste pretty good. There is a company called Cherrybrook Kitchens that makes really awesome cake, cookie & brownie mixes. For cooking things, I use rice milk and milk-free butter (Blue Bonnet Light) and the whole family eats it without knowing the difference.
For the ice cream treat, most sorbets don't have milk (I usually get Ben & Jerry's) and there is an ice cream substitute called Rice Dream. You can tell it's not exactly ice cream, but it's not too bad. I have found these things at the health food store & also at Meijer.

If she is allergic to milk I'm going to guess that your eating out trips are going to have to be monitered carefully since milk is an additive in many foods including bread.
I would do a new book or a movie. Maybe even just a trip to a park.

My mom would always let me pick a new bottle of nail polish and then when we got home she painted my finger and toe nails. I LOVED it and it was great mommy/daughter time, but you aren't constantly spending a ton of $$$ and you aren't using food as a reward.
-If it's scrappy it makes me happy!
Sherbet has milk in it. I was quite disappointed to find that out myself!
Take her to the local Department store and let her pick something out - within reason. My son loves Wal*mart, so that's what we do. DD she's still too little.
I like the fingernail polish idea the best. My DD loves for me to paint her fingernails and toenails....or the Littlest Pet Shop toys
