Forum Sticky's...

I notice that forum owners have the ability to make a topic a STICKY when we create the topic. But the option doesn't seem to be available AFTER someone replies to it... Can this be changed so we can make them into stickies later? And also make OTHER's post into stickies (that are specifically in our forums) THANKS!
