New window or tab when clicking links?

Is there something in the control panel where I can choose to have new window or tab open up when I click a link to an external site instead of leaving the current page on ACOT? I looked but didn't see anything so I thought I would ask. I know about the right click option but forget since it really only happens on this message board (of the ones I participate on). Thanks!
