I use the tickets and stamps (usually from the ephemera packs, not the full box) as added layers in embellishment clusters on my layouts. I would imagine you could do the same, like you said, as a pop of color in a cluster! 

As someone who mix and matches all the things, all the time, primarily based on color... I don't see the dilemma at all LOL - I would personally use any of those things in your post together on a project, but do what makes YOU happy!
