When I created my scheduled task in order that poller.php run every 5min...
A message each 5 min apperas...perl is not recognized, no path access...
I have tried to install perl and then it wrote 'cat', 'uptime', 'who','ps' , '-0' are not recognized as an intern command

You don't need to install perl for Cacti 'right out of the box', but many scripts do use it, so it will likely be needed. You need to add perl to your system path. i.e be able to type perl -v anywhere at the command prompt and get output.
