SNMP trap in cacti

SNMP trap in cacti

I'm wondering is it possible to do something like that in cacti:

I have cisco routers, frame-relay between them and ISDN backup.
I want to get a message (email for example) when primary link crash and ISDN backup change state to up.

Can cacti do that or I must look for another software ?

I looked for it in my cacti (ver. 0.8.6c) and in the manual (http://www.cacti.net/downloads/docs/text/manual.txt), and i can't find it.
