Spine Download for Windows

I can't seem to find a version of Spine for windows newer than 1.2.24. There are links pointing to the cacti.net downloads page but it only has a Unix/Linux version of spine. The install guide specifically says to install from the zip distribution and I can't find that distribution anywhere other than the old archives site.

For Windows, you should download and install cygwin, and then you should be able to make from source so long as you have the dependencies downloaded. Otherwise, extract it from the Windows Cacti installer. Just install it on a VM and transfer over the contents of the c:\spine directory.
