Graph Y AXIS range inconsistant with maximum value

HI.

I am responsible for a cacti installation. and we have had reports of issues and i can reproduce the issue where the maximum being reported is inconsistent with what is being plotted on the graph

an example is on a graph ranging from 2023/01/17 13:20:09 to 2023/07/17 13:25:16
the bits per second range on the graph show 0.0 1.0K 2.0K yet the inbound maximum is 41.03k and outbound 59.39k and there are no spikes plotted on the graph that expand outside this range.

What can cause this issue?
our version is a little older 0.8.7b

I would say upgrade. There are some tips to modifying graph_image.php too. Search for 16 in that file (beginning of a timestamp) and change to 26.
