is there a way via MySQL or a php script\command to add Device notes to all devices at one time?

Of course. Some thing like this would update all the notes:
That would update all the notes for all your devices.
Code: Select all
mysql -A cacti
UPDATE host WHERE notes='I need to learn to code staring with MySQL';
