Config time send email when host down

HI all,

I'm new member. Currently I am having a case when the host is turned off but I monitor via SNMP, it takes 10 minutes to receive the email, when the host reboot it takes 2 minutes to receive the email alert. I don't know if this is the default cacti function or where do I need to fix it. Currently I use cacti version 1.2.15.
