how to check my clients's remote internet connections

I would like to setup a system which can let me monitor my client's internet connection. Most of them have main connection and backup one, so i would like to check them both.
In case some connection falls i would like to be notified with an email.
To check our routers we could use ping check, but i have some ISP's routers which i cannot be sure that i can rely on icmp on them.
I could ask them to open some port forward and try to check that socket with cacti.

Can someone help me to build this scenario?

Do you think that plugins webseer ant thold can cover these needs?
