How to get notification when one interface of the Cisco device does down

Hi,
I am new and this is my first post and my apology if I am posting in the wrong section. I have tried to did a little bit on other sections bit could not get an answer. I know this will be a very easy one for those to master Cacti.
I would like to know how to get email notification when one interface for any of my device goes up or down. This will help me to know when an interface is down and also when it is back up. Also i will know if someone has plugged a device into the network as the interface will go up.
Please point me to some documentation

Use the syslog plugin in cacti in conjunction with SNMPTT. Then you only have to have your router send traps or informs to cacti and log an alert when it happens.

Why not using thold and make a threshold when the satus go's down ?
