Cacti: After fresh installation, URL not opening

Hi Friends,

I have installed cacti on windows server 2012 R2, I dont see any error in "cacti-installer" still the application is not opening and getting error " The page cannot be displayed"
However, I am repeatedly seeing this error.

Your MySQL is crashing. Better move to Linux.
