device is up but showing down

Dear All,

in snmpv3 configuration

i am facing new issue in cacti when my device down and come up in real environment

but showing down in cacti and snmp error timeout occurs

but as i change my snmp version 1 and use community public device automatically up in cacti and error also solve in some routers

of mikrotik like
mikrotik 450g

Firmware Type ar7100
mikrotik 850gx2


guys kindly help in this
