can we add to ip in cacti for snmp graph because if one link get down
snmp stops polling while circuit is up with another wan link
so ho can we optimize this issue more efficiently.

There is currently no method to associate a device with two different IP addresses within Cacti. One work around to that is try using DNS with a very short lease time of like 1 second to ensure it's expired as soon as it's queried. Then you would need a process that migrates the DNS from one to the other.
Another method is if you have a VPN tunnel, use the internal address.
The third. and most likely method, you setup the device on both IP addresses, but that would cause a lot of timeout notifications unless the device in question was disabled when not in use. I believe the Thresholds plugin is currently undergoing some improvements in that regard but I'm not sure it's production ready yet or not.

There actually is, but it evil. If the device is snmp, you can override a number of fields. I would not do it though.
