I have noticed that on cacti 1.x there only seems to be ONE rrdtool process running when Boost updated the rrd files, as compared to 0.8x where a whole bunch of rrdtool processes would spin up.
As a consequence the Boost update take ages on our 1.x instance while the 0.8x updates in less than 1/5th of the time.
Why this difference in behavior?
Can it be adjusted? I have not been able to find any settings for it.

Not sure if it moved in 1.2, but check
Settings >> Performance >> Number of Boost Processes
Settings >> Performance >> Number of Boost Processes

Cannot find that setting in 1.1.38, but I did find the python script to run multiple rrdtool processes in parallel.
