24hr in RRD Files

Hello,

how can i change the Timeformat to 24hr in the RRD files?

con php.ini for cli and for apache i set
date.timezone = "Europe/Berlin"

but it will not help.

Cacti is 1.1.38

it was worked automatic, after some data...
