Your best bet would be to add timing code that logs to a file the URL being used and a running time stamp between each section to narrow down which part is taking it's time.
I would suspect that one of the SQL queries is what is causing the slowness.

moved cacti to a dedicated server and problem is solved now
in virtual server not enought disk speed
