I've done a fresh installation of both 1.1.17 and also an upgrade to 1.1.19 afterwards.
And I get no console after completing the installation.
All I get is the top menu bar, but I can see that the content is loaded if I click into the page and do an inspect or look at the source code of the page. So it's just that the menus and the rest of the page are hidden. I've tried this in both Chrome (Version 60.0.3112.101) and also IE (v11).
Looking a the previous message about this, there was mention of Browser Cache, so I've tried it in Incognito Mode, and the same problem persists.
However, we did find a setting which manages to get the page up, but you can only do it in IE, but is a bit hit and miss.
You have to Right-Click the Tab, and go into Tools.
Compatibility View Settings, and add the domain name to the Website list in the Change Compatibility View Settings.
The Page will then load.
So it seems that the latest versions of Cacti have a Browser incompatibility problem.

I've been further investigating, and I believe that this is a Style Sheet issue.
If I go into a Debug mode on the browser, and remove the "display:none" from the following :

I can get the main part of the page to display properly.
Really don't know how to fix this permanently - but just seems that there's an issue with the styling of the application and an incompatibility with the browser.
