I have installed weathermap dev ( database-refactor branch ) on cacti 1.1.13, this is my feedback.
install third party libraries ( i don't have bowser ) this is the tree in plugins/weathermap.

Set both OVERLIBGRAPH and INFOURL (as well as TARGET). is not checked
