Be default, Cacti let's RRDtool pick the right granularity. If you don't exceed the limits of the RRDfile, you should get the right RRA in your output. If that does not work, you can always create a feature request to export with the right granularity. Try using Cacti 1.x, the CSV display is dynamic, so you can zoom to the right point in time, and your CSV data will simply show up. If after you play with that, you can not get the output you want, you might want to consider requesting a feature enhancement to that UI to allow you to specify the RRA to use. Those feature requests go into GitHub.
Before history, there was a paradise, now dust.
