I have I strange issue with the version 1.1.5.
I did a test to upgrade from 0.8.8h to 1.1.5 and now my graph screen look like this :
I have to admit, I'm not sure it's related to the upgrade, but mostly it happen since 1.1.4 (I think, but not before)
Refresh dosen't do good either.
Before the upgrade test, I had a fresh install of cacti 1.0.1, then upgraded to the following version, and I had issue with the loading of this page since 1.1.4,it start to load part of the tree, then stop, then finish to load the page.
But now on this test it just stop.

Refresh your cache, look for javascript issues. Upgrade to 1.1.5

I'm using 1.1.6, and now it' s a little better, the windows stay like that for 4sec, then load all the menu !!

I'm using the latest install of Firefox x64 on Windows 10 to reproduce this case.
I'm not sure if this is an cache issue.. I could reproduce the issue a few seconds ago, but now it just works.
Strange thing is: you can click the first item in the tree (although it's hard to reach) and then everything will come to live and then it is not reproducable anymore...
What happened is:
When you click the tab GRAPH and the browser loads the /graph_view.php (without any parameters) page, the menu is as small as in your screenshot.
What should happen is:
When you click the tab GRAPH and the browser loads the /graph_view.php (without any parameters) page, the menu is as small as in your screenshot.
Right after that the browser reloads to: /graph_view.php?action=tree&node=tbranch-27&hgd=&hyper=true
Now, I see the full tree as it's supposed to.
I'll drop it as an issue in github for you, let's see what happens.

Hmm interesting point about the command added at the end of the URL, it's look like your right, I can' reproduce the problem for now, but looking into a trace of http call, it's looke like right.
