A couple of things cause a "No Response Received".
1) You have the wrong community name
2) You have connectivity issues of some sort. It could be SNMP isn't running on the server or maybe a firewall between the polling device and the server.
You probably shouldn't post your IPs in a public forum like this. Also looks like you are using MRTG. This is a forum for cacti.
