Issue getting started after installation

I am trying to get Cacti setup on Windows 10 Pro, using Apache instead of IIS, however every time I try to bring up the page, it is blank with no error messages. I don't see errors in the Apache or PHP logs, any ideas on how to begin troubleshooting?
