Ping does not work over windows

Hi,

The response from Ping Results on any device always is "ICMP ping Timed out".

Operating System: W7
Webserver: Apache
Cacti: 0.8.8h
Spine:
MySQL: 5
PHP: 5.6.24
RRDTool (Cygwin or Win32 build): RRDTool 1.2.x
Net-SNMP:
Cygwin (cygwin1.dll version): 1.7.9
Plugin Architecture: 3.1

Any ideas ?
