Automatic creation of users and devices

Hello, I am implementing CACTI to monitor the clients of an ISP that are around 5000, I would like to create a user for each client in CACTI, so that each client can see their traffic consumption. Please, you can guide me to know how I can automate the creation of a user and its report from the IP address of each modem (I would also have data such as the SNMP community, OID, etc.) maybe using ReST, API, etc.
