Cacti-EZ -- issue with SPINE & string SNMP results

This took me some time to isolate, but the current packages and ISOs of Cacti-EZ have a spine binary which is compiled with NO_SNMP_STRING_RETURNS turned off/undefined. ( from looking at the snmp.c file, I'm guessing that is the option.

If you are polling devices which return data such as " 52.234 % " or " 73.343 F " the values will not be picked up by SPINE. The results will show in the log, but the data is never accepted into the database and thus not into the RRD files.

I installed the development tools, picked up the new spine source and compiled to solve this.
